This is a very curious recipe from Sicily, in which seawater functions as an ingredient; naturally it should be unpolluted if you manage to find it. Otherwise, use ordinary water and salt.
Put the fish in a large pan with all the remaining ingredients. Cover the pan and bring to the boil. Remove the lid, reduce the heat and simmer for 10 minutes.
Turn the fish over and simmer for a further 12 minutes or until cooked through. Serve with boiled potatoes and a spoonful of the cooking liquid.
