Leave small potatoes whole, and cut large ones into quarters. Prepare the other vegetables. Cut meat into pieces. Place all the vegetables and meat in a saucepan, with the potatoes on top. Season with salt and pepper. Add the water, bring to boil, remove surface fat and cover. Simmer gently for 1½-2 hours or until the meat is tender. Pile the meat, onions and carrots in the centre of a hot serv
