Cut meat into ½ in. squares. Separate cauliflower into flower-ettes. Brown meat in butter for about 1 minute. Remove meat from pan and keep warm. Add cauliflower, green pepper, soy sauce and garlic. Toss lightly with a fork until vegetables are coated with soy sauce. Cover pan tightly and simmer until vegetables are barely tender, about 10 minutes. Blend cornflour, water and sugar. Add to veget
