Sift the flour with the salt, pepper and cayenne into a large bowl. Put the butter and water into a heavy saucepan. Heat them, slowly at first, until the butter is completely melted. Then turn up the heat until the liquid is at a rolling boil. Immediately tip in the seasoned flour and beat vigorously with a wooden spoon. Draw the mixture off the heat and continue to beat until it is completely
