This is a Middle Eastern salad made with cracked wheat, parsley and lemon. Cracked wheat is sold in specialist shops under the name Burghul or, sometimes, Bourghul.
Soak the cracked wheat for about 1 hour in cold water. It will swell up. Drain it and squeeze it dry in a clean tea towel. Then spread the wheat out on a tray to dry further while you get on with the rest.
