I’m calling this a pilaf because the combination of ingredients makes it quite different from the classic Persian polow. Bulgur was very popular in medieval Persian cooking, but over time it was replaced with rice. Bulgur is created by removing the wheat husk, then steaming, drying, and crushing the berries.
