Mix the flours and salt in a medium bowl. Use a pastry blender to cut in the shortening until the mixture is crumbly. Use a wooden spoon or rubber spatula to stir in the water until the mixture forms a ball. Or pulse the flours, salt, and shortening in a food processor until crumbly (3 or 4 times).
