In addition to its appealing earthy flavor, using olive oil in the dough produces a donut with a unique texture: the inside is especially tender and the outside crisp and crusty. Lemon zest and black pepper introduce a sweet, tart, and peppery flavor, and the sugar, salt, and pepper coating carry out the theme.

In a large bowl, sift together the flour, sugar, baking powder, and salt. Stir in the pepper. Make a well in the center of the flour mixture. Add the eggs, milk, olive oil, and lemon zest to the well and stir with a fork until well blended. Cover the bowl with plastic wrap and refrigerate the dough until firm, at least 30 minutes and up to 1 hour.
