Properly clean gizzards and cut in half. Place gizzards in water and bring to a boil. Let boil for 10 minutes and reserve the water. Cut chicken wings in half. Discard ends of wings. Heat 2 tablespoons oil in pot. Brown chicken wings and necks in hot oil. Remove chicken parts from pot. Set aside.
Brown flour in ¼ cup hot oil. Add onions and green pepper. Stir well. Drain water from gizz
