Melt butter in saucepan. Add flour, stirring briskly (better to use a wire whisk). Cook over medium heat about 4 minutes. Slowly add milk, constantly stirring. Add water. Continue to stir mixture briskly to avoid lumping. Mixture should begin to thicken. Stir until smooth.
Take 2 tablespoons of the mixture and add to the beaten eggs. Beat well. Add this to mixture in saucepan, stirring
