Melt butter in medium saucepot. Add onions and celery. Cook until onions are clear. Slowly add Pet milk and water. Bring to a slow boil. Stir well. Add bread crumbs and stir well. Add salt, white pepper, and allspice; simmer for 5 minutes. Add chopped parsley and cheese croutons. Serve over roast chicken or Cornish hens.
