Cut each fillet in half lengthwise. Roll each strip and secure with toothpick. Put water in frying pan and let come to a boil. Add salt and white pepper. Place fillets in boiling water for 6 minutes; turn once but don’t crumble the fish. When fillets are just about done add champagne. Let simmer until done, about 5 minutes.
