Boil spinach; drain; set aside. Heat butter in saucepan. Add flour, stirring constantly, and cook for 5 minutes. Add green onions and garlic; continue to stir. Add water from oysters plus 1 cup of water. Let simmer for 10 minutes on a slow heat. Add the ½ teaspoon of salt and the cayenne.
Add oysters; cook for 3 minutes until oysters curl. Place oysters on four coquilles (shell dishes).
