Mix ground chuck with green peppers, salt, pepper, thyme, egg, milk, garlic, bread crumbs, and parsley. Mix well. Divide meat mixture in four parts. Flatten each out into an inch-thick steak. Place margarine in large skillet over medium heat. Place steaks in hot pan; brown on each side. Place sliced onions over steaks. Sprinkle with Tabasco sauce.
