Cut bacon in 1-inch pieces. Make slits in roast. Stuff each slit with bacon and pinch of cloves, using all of the ground cloves.
Mix salt and pepper. Rub entire roast with mixture. Dust roast with flour.
In a small Magnalite roaster, heat oil. Place roast in hot oil; brown on all sides. Add 1 cup of the water. Let simmer on medium heat for 45 minutes, turning from time to time.
