Make four slits in roast. Stuff each slit with garlic, salt, and pepper. Rub outside of roast with salt and pepper. Pat flour over entire roast. Heat bacon drippings in Magnalite Dutch oven. Place roast in pot and brown on all sides. Add water and carrots. Cover and cook over medium heat for 45 minutes. Remove cover. Add tomatoes and all other ingredients. Salt and pepper to taste.
