Salt and pepper meat. In 5-quart saucepan, heat oil over medium heat. Add meat, cover, and let steam for 15 minutes. Turn meat over and cook for another 10 minutes. Remove meat from pot and set aside. In same pot add flour, stirring constantly. Let flour brown just slightly.
Add onions and celery and stir. Cook slowly for 5 minutes. Slowly stir in tomato sauce and water; add meat and si
