Melt butter in saucepot and add drippings. Add flour and cook until light brown. Add green onions and celery leaves. Stir well. Slowly add wine and brown sugar. Continue cooking on medium heat. Add water and allspice. Stir well. Wash raisins and add them to sauce. Bring to a slow boil. Lower heat and simmer for 5 minutes.
