Place flour in mixing bowl; add all dry ingredients. Mix well. Cut in shortening until flour becomes crumbly and has taken in all of shortening. Add water and mix well. Divide into 2 balls. Let sit in refrigerator for 15 minutes. Roll 1 ball on flat floured surface to fit a 9-inch pie pan. Roll out second ball of dough to fit the top of the pie.
