Heat oil in a heavy pot. Salt and pepper necks, place in pot, and cover tightly. Cook over medium heat for 15 minutes. Remove necks from pot and set aside. Cook flour in hot drippings until flour is golden; stir well. Add onions and celery; cook for 5 minutes.
Slowly add water and stir to pick up all the sediment from bottom of pot. Add rosemary, crushed red pepper, paprika, and the ½ t
