Make white sauce by mixing flour in melted butter and cooking on low heat. Add milk and stir until smooth. Add beaten eggs to sauce. Whisk well and add salt, white pepper, cayenne, and granulated garlic. Mix well. Add rice to sauce. Let mixture cool in refrigerator.
When mixture is cool enough to handle, place flour for coating on a sheet pan. Shape mixture into little log-shaped rolls—
