Heat chicken fat in pan, add flour, and cook for 5 minutes. Add milk and water, stirring well. Add salt, white pepper, and grated cheese. Continue to stir until cheese is melted and sauce is smooth. Place rice in buttered baking dish. Mix some of the sauce with the rice. Pour remaining sauce over rice. Sprinkle with bread crumbs. Crumble butter over crumbs. Sprinkle with paprika.
