Heat a small cast-iron skillet over medium-high heat. When it is hot, add the green and black cardamom seeds, cloves, fennel seeds, cinnamon stick, and peppercorns and toast them, stirring constantly, until they give off a pleasant aroma, about 2 minutes. Pour into a dry container to halt the toasting. Once they are cooled, grind them in a spice grinder or mortar and pestle until finely ground.
