In a wide skillet heat 2 tablespoons oil over medium heat until hot. Brown the meat, onions, garlic, and bell pepper. Add the salt, pepper, turmeric, red pepper flakes, cumin, cinnamon, and lime juice. Stir-fry for 20 seconds. Remove from heat. Add the parsley and spring onions. Give it a stir and allow to cool.
