Method

  1. In a mixing bowl, dissolve the starch in the water and pass through a sieve. Pour into a heavy-bottomed saucepan and bring to a boil. Reduce heat to medium and simmer for 15 minutes, stirring occasionally. Add the sugar, rose water, and almonds, and simmer for 5 minutes, stirring constantly, until thick enough to coat the back of a spoon.
  2. Heat the oil in a smal
