Combine the sugar and water in a medium, heavy-bottomed saucepan over medium heat. Bring to a boil. The sugar should dissolve immediately.
Remove from the heat and pour into a heatproof bowl. Place in an ice bath and chill, stirring occasionally. When chilled, stir in the Grand Marnier. Cover and refrigerate until ready to use.
