Cook the potatoes in water for 12-15 minutes or until tender and drain. In a medium saucepan and on medium heat, add the olive oil. Once the oil is warmed, add the baby onions, turn heat to low, and sauté for 5 minutes. Add the water, butter, and sugar, and heat, stirring occasionally, until mixture is melted and combined. Add the potatoes and salt and pepper to taste, then sauté in the caramel
