Method

Line a plate with kitchen paper and place it by the hob. Heat the oil in a small frying pan over a medium heat. When it shimmers, tip in the dried capers and fry, stirring occasionally, for 3 minutes until they bloom open like flowers. Use a slotted spoon to lift them onto the kitchen paper.
