Method

Mix and reduce water, lemon juice, salt, and pepper in a saucepan over medium heat to 2 tablespoons. Whisk in the butter over very low heat tablespoon by tablespoon. Fold in the whipped cream. Strain into a sauce boat heated to lukewarm.
