If you have no fish fumet, you can blend clam juice with the mussel cooking juice, but beware of oversaltiness. Taste the mixture first and decide whether you should use 1 part mussel juice, 1 part clam juice, and 1 part water, or change the ratio to favor water. You may use alcohol-free cider instead of wine and compensate for the sweetness with lemon juice.
