Method

Butter the baking dish well. In a medium-sized saucepan melt the butter, then whisk in the flour and stir over medium heat for a minute or two to cook the flour. Off heat whisk in the cold milk, all at once. Return the pan to the heat and bring the sauce to a simmer, whisking gently until it thickens and is smooth.
