My mother made this for every reunion dinner on the eve of Chinese New Year. They were also popular at the buffet parties. Individual chicken parts were sealed in a parchment paper envelope and fried in a big wok of hot oil. While most recipes would recommend discarding the paper envelopes before serving, my mother left them intact.
