Both the raisins and nuts are optional, since burghul alone has a sweetish, mealy taste which is quite addictive. However, they dress up the bowl for party purposes. I prefer the texture of burghul after steaming anyway, though swelling with cold water is supposed to be adequate for salads like tabbouleh, since the cracked wheat is pre-cooked.
