Warm the vinegar over low heat until it steams. Remove from the heat and dissolve the honey in the vinegar, then pour over the raisins and let sit for 10 minutes. Stir in the olive oil and a big pinch of salt. Combine the cauliflower and apples, and dress them with the warm raisin dressing. Top with the walnuts, crunching them up a bit as you sprinkle them on.
