Cipollini onions are incredibly flavorful when roasted, and because they are so small, you’ll want to leave them whole. To peel the onions, immerse in boiling water for 2 minutes, then drain and let cool slightly. The skins will slip right off. The brown sugar sweetens the dish and helps the chicken to become caramelized.
