Heat the oil in a wok over medium heat until very hot. Add the tofu and stir-fry for 5 minutes. Add the shallots, garlic, and chili and stir-fry for 1 minute. Add the sugar, mirin, soy sauce and lime juice, and cook for 4 minutes. Add the carrots, bean sprouts, cashews and scallions and stir-fry for 1 minute. Add the fresh basil leaves, and serve on cooked rice or rice noodles.
