Bring the water, cinnamon, caraway, star anise, nutmeg, basil and rose petals to a boil in a medium saucepan. Reduce heat, cover and simmer over low heat for 10 minutes. Add the ground almonds and sugar to a teapot and pour in the spice water. Steep the tea for 10 minutes over a simmering kettle or by using a tea cozy.
