Here’s a creative way to serve pho in the form of fresh spring rolls (phở cuốn), which originated in Hanoi. Traditionally, the rice noodle sheets are made in a special kind of steamer found in Vietnamese markets; it cooks the batter into a perfect silky sheet on a piece of cloth stretched over a pot of boiling water. But this steamer is bulky and hard to find outside of Vietnam, so I have included a method that you can use with more common kitchen equipment.
