Barley sugar was originally made with the water left over from cooking pearl barley, but it is essentially a hard-boiled sweet flavoured with lemon. You could try making them using the strained cooking water from boiled pearl barley, if you like. The flavour will be rich and earthy, slightly different from the taste of the commercially produced types. It will also make the sweets considerably more nutritious.
