This is usually served with a salad and some bread.
Combine the garlic, cumin, pepper and ½ teaspoon of the salt in a bowl and mix well. Mix in the lemon juice.
Add the fish fillets to the bowl and turn to coat evenly. Cover and leave to marinate for 30 minutes.
Mix the flour and the remaining salt and spread it on a flat tray or plate
