This is an unrefined dark brown cane (sometimes palm) sugar, sold in hard, solid cones or blocks that can be chopped with a heavy knife or grated on the coarse holes of a box grater. Jaggery is similar to Mexican piloncillo, or panela, and either of those may be used in place of jaggery. In a pinch, you could also use turbinado or natural cane sugar.
