This coarse powder is made from short-grain rice and Sichuan peppercorns that are dry-roasted, then ground to the consistency of breadcrumbs. It is available in boxes in Chinese and other Asian markets labeled in Chinese, except for the words “steam powder, ” which refers to its use. Not all markets carry it, so it is easier to make it yourself (see recipe).
