Making oat flour is truly as simple as blitzing up some oats in either a blender or food processor until it’s, well, the texture of flour. Rolled oats grind faster than steel-cut or stone-ground, but either will work. If you want to make the flour coating more pronounced, blend them more coarsely. Happily, any other flour will substitute if need be.
