Many plants produce green young shoots, like green onions and fennel fronds, while others continue their growth around their base plant, like lemongrass and cabbage. To encourage fresh young greens to grow from scraps, keep them alive in water and harvest the new growth for use, or plant in soil, leaving just the top new greens exposed to the sunlight, and water to encourage root development.
