I make this often. Instead of water, I often use the liquid saved from when I’ve boiled vegetables. The water used for cooking broccoli for the gratinéed broccoli or sautéed broccoli with tomato is perfect to use here, or use a a vegetable stock cube with no additives from the health food store.
