This dish, which consists of thick filet medallions topped with deep-fried garlic, is a homage to Oswaldo Aranha, a Brazilian politician and diplomat. Oswaldo was a loyal costumer of Cosmopolita, a restaurant in Rio de Janeiro where he used to ask for this dish for lunch every time he dined there.
