These are naturally gluten-free Brazilian cookies, which can be sweet or savory. This savory version uses Parmesan cheese to flavor the cookies, creating an irresistible snack.
For this recipe, I highly recommend going the extra mile to find the sour tapioca/manioc starch or ordering it online. You can use regular tapioca flour (which Brazilians call polvilho doce or sweet manioc starch), but the results are not quite the same.
