Do not sprinkle the surface of the muffins with sugar. Before baking the muffins, sprinkle the surface with the following crumb mixture:

Method

Melt the butter; combine the remaining ingredients and stir in the butter.
Let set for a minute. Break into large crumbs by hand and sprinkle over the muffin batter in the pan.
