Heat the Olive Oil. Add the garlic, onion, green pepper, and jalapeño pepper. Sauté until the onion is translucent, 6 to 8 minutes. Add the cumin, coriander, fennel, salt, pepper, and optional cayenne. Add the plum tomatoes and cook until somewhat thick, stirring often. Add the chopped parsley.
