Here’s a second shepherd’s pie recipe (the classic one begins), which is a combination of two ideas but quite different from both pie and conventional fritter. The main reason is the texture: the classic shepherd’s pie mixture is often too loose to hold up to being rolled and deep-fried. This recipe is also slightly spicy, which suits canapé-style fritters.
If shaping into balls, the fritters will need to be egged and breadcrumbed twice to give a n
